In 2004, the International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University's Mailman Scholl of Public Health was established in 2004 to support the development of HIV/AIDS care and treatment services in low-resource settings. ICAP currently implements three major programs: the MTCT-Plus Initiative; the Multicountry Columbia Antiretroviral Program; the University Technical Assistance Program. ICAP provides technical assistance, financial and management systems support, and training to health institutions in 14 countries. Technical assistance is provided in an array of areas focusing on HIV/AIDS-related service delivery, including infrastructure development, procurement, and monitoring, evaluation, and research.
