CORHA began as a loose affiliation of the few Ethiopian and International NGOs that were then offering integrated MCH/FP/RH services in the country. It was formed in July 1993 with the Family Guidance Association of Ethiopia (FGAE) Executive Director serving as a Chairman, and FGAE serving as a secretariat. Subsequent to the launching of Ethiopia 's National Population Policy in April, 1993, many NGOs integrated RH/FP activities into their on going community based development endeavours.
